[BUG] Adds Repo Name Twice

Hi,

Am working on a service that sends notification to discord channel after any new issue is opened however, when i use the script as shown in github action it gives me this error , were the location of the file not found! While the pictures shows that the path exists and without this twice repo name?

I have found the problem and am gonna close this issue with commit on the way i solve this with here --> SOLUTION
