chore(schema)!: remove `globalOnly` options from `renovate-schema.json`

### Describe the proposed change(s).

As a follow-up to #38727, this will be an additional step to remove the functionality.

This will be a breaking change, even though the JSON Schema isn't used to validate in Renovate, but may be in user-facing tools like IDE autocomplete.
