Steps to reproduce
- Start PowerToys
- wait for the keyboard manager to fail intercepting the shortcuts
✔️ Expected Behavior
The Keyboard Manager consistently intercepts the shortcuts and sends the remapped shortcuts
❌ Actual Behavior
The Keyboard manager sometimes dosen't even receive the shortcuts and lets the pressed keys slip through
